싱가포르 산업통상부(Ministry of Trade and Industry: MTI)는 1991년 6월 1일, 소비자 보호(안전 요구조건)법규를 공표하였으며, 관리대상으로 등록된 33가지 카테고리 소비자제품(Controlled Goods)에 대해서는 싱가폴 규제당국(Enterprise Singapore)이 지정한 기술기준에 만족함을 증명하고 제품에 SAFETY 마크를 부착해야만 싱가포르 시장판매가 가능함.

싱가포르 규제당국-Enterprise Singapore은 규제품목을 다음과 같이 위험도에 따라 3가지 카테고리로 구분하여 규제절차를 달리함

[RISK Level - Low : Type Test + Supplier's Declaration of Conformity (SDoC)]
[RISK Level - Medium : Type Test + CoC]
[RISK Level - High : Type Test + CoC + High Risk requirement for renewal ]

* Type test란: 제품의 안전성 평가를 위해 지정된 시험소에서 규정된 시험규격으로 시험하는 행위

1. 공급자 등록
싱가포르 내 등록사무소(Registered Office)를 가지고 있는 기업이 신청가능하며, 신청인은 다음의 서류를 Safety Authority(Enterprise Singapore)로 공급자등록 신청을 함.
공급자 등록이 완료되면 아래 내용을 받게됨
1) Notification of the Registered Supplier's Code (3자리로 된 RS code)
2) Softcopy of the SAFETY Mark bormide

이후 공급자는 제품 구분에 따라 SDoC 또는 CAB으로 CoC를 신청하게됨 (제품위험군 분류에 따라 진행)

2. 적합성 인증서(CoC) 신청
- Medium & High Risk 제품에 대해 인증기관(CAB)으로 부터 CoC를 발급받아야 함
1) 인증신청 : 인증기관은 싱가포르 국가에서 지정된 CAB 또는 MRA에 의한 해외 CAB 중 선택하여 인증을 진행함
2) 인증발행: CAB은 신청서류를 검토하고 모든 서류가 적합한경우 Certificate of Conformity(CoC)를 발행함
3) 인증번호발행: 공급자는 제품에 안전표시 마크를 부착할 때 인증번호를 반드시 명시해야 하므로, CAB (국내) 또는 CAB (국외-MRA)은 신청서를 접수하면 공급자가 안전 표시(SAFETY Mark)를 준비하도록 등록 공급자에게 인증 번호를 미리 발급함.

3. Safety Authority 에 제품등록
- 등록 공급자는 SDoC 또는 CAB에서 COC 수령 후에 인증된 규제 품목을 등록하기 위해 안전당국에 COC를 제출
- 안전당국은등록 공급자에게 적합성 인증서 승인 수령증((LOA: Acknowledgement Receipt for Certificate of Conformity)를 발행하고 이것이 완료되면 등록 공급자(RS)는 제품이나 포장에 안전마크를 부착할 수 있음.

4 인증마크: LOA가 발행되면 공급자는 제품 또는 포장에 Safety Mark를 표시할 수 있음

5. 기술파일 유지
등록 공급자는 이 파일들을 COC 또는 최종 갱신 COC의 만료일로부터 최소한 10년간 유지해야 함.

* 저위험군제품은 CPSR-SDoC제도하에 관리됨
