본 장관령 제499/2023호 (4 페이지, 아랍어)는 생산업체 및 수입업체가 가정용 및 이와 유사한 용도의 광 복사 (파장 100 nm ~ 1 mm)에 피부를 노출시키기 위한 방출기가 포함된 전기기기 (단상의 경우 250 V 이하, 기타 기기의 경우 480 V 이하 정격 전압)의 안전성을 다루는 이집트 표준 ES 7314를 준수할 수 있도록 6개월의 유예 기간을 제공한다. 배터리 작동식 기기 및 기타 직류 공급 기기가 이 표준의 범위에 포함된다. 주전원 또는 배터리로 작동되는 이중 전원 기기는 배터리 모드에서 작동될 때 배터리 작동식 기기로 간주된다. 실행 가능한 범위 내에서 이 표준은 선탠 살롱, 미용실 및 이와 유사한 공간이나 가정에서 기기를 사용하는 모든 사람이 접하게 되는 기기에 의해 발생하는 일반적인 위험을 다룬다. 그러나 일반적으로 다음은 고려하지 않는다. – 신체적, 감각적 또는 정신적 능력으로 인해 또는 경험과 지식 부족으로 인해 감독이나 지시 없이 기기를 안전하게 사용할 수 없는 사람 (어린이 포함); – 기기를 가지고 노는 어린이. 다음과 같은 사실에 유의한다. 차량이나 선박 또는 항공기에 사용하도록 의도된 기기의 경우 추가 요구사항이 필요할 수 있다. 많은 국가에서 국가 보건 당국, 노동 보호를 담당하는 국가 당국 및 이와 유사한 당국에서 추가 요구사항을 지정한다. 이 표준은 IEC 60335-2-27:2019의 기술 내용을 채택한다.

The Ministerial Decree No. 499 /2023 (4 pages, in Arabic) gives producers and importers a six-month transitional period to abide by the Egyptian standard ES 7314 which deals with the safety of electrical appliances incorporating emitters for exposing the skin to optical radiation (wavelength 100 nm to 1 mm), for household and similar use, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances. Battery-operated appliances and other DC supplied appliances are within the scope of this standard. Dual supply appliances, either mains-supplied or battery-operated, are regarded as battery-operated appliances when operated in the battery mode. As far as practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons using the appliances in tanning salons, beauty parlours and similar premises or at home. However, in general, it does not take into account:– Persons (including children) whose physical, sensory or mental capabilities or lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction;– Children playing with the appliance.Attention is drawn to the fact that:For appliances intended to be used in vehicles or on board ships or aircraft, additional requirements can be necessary;In many countries, additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labour and similar authorities;Worth mentioning is that this standard adopts the technical content of IEC 60335-2-27:2019.
