본 결의안은 다음 사항을 승인한다. - 자동차 대체연료 요구사항의 기술규정; - 2016년 12월 28일자 우크라이나 내각 결의 제1069호에 의해 승인된 국가 시장 감시 기관의 국가 시장 감시 대상 제품 유형 목록에 대한 개정안. 본 기술규정은 자동차 내연기관에 사용되는 자동차 대체연료에 대한 요구사항을 명시한다. 여기에는 자동차 대체연료의 시판 및 적합성 평가에 관한 요구사항 조항 그리고 5개의 부속서가 포함된다. 이전 기술규정 초안과 비교하여 개정된 버전은 적합성 평가에 대한 최신 조항을 포함하며, 수소처리된 식물성오일(HVO) 요구사항, 지방산 메틸에스테르(FAME)의 특성, 관련 표준에 따른 B100 바이오디젤의 품질과 관련된 기존 기술규정 부속서는 제외되었다. 이 기술규정의 요구사항을 준수하는 경우에 자동차 대체연료의 시장 출시와 공급이 허용된다. 시장에 출시된 자동차 대체연료의 라벨링은 본 기술규정의 부속서 1을 준수해야 한다. 가솔린 엔진용 자동차 대체연료는 기술규정 부속서 2에 명시된 기술 요구사항을 충족해야 한다. 디젤 엔진용 자동차 대체연료는 기술규정 부속서 3에 명시된 기술 요구사항을 충족해야 한다. 본 기술규정은 “대체연료에 관한” 우크라이나 법률을 기반으로 개발되었으며, 재생에너지원 사용 촉진에 관한 2018년 12월 11일자 유럽 의회 및 이사회 지침 (EU) 2018/2001, 이사회 지침 93/12/EEC를 개정하는 휘발유 및 디젤 품질에 관한 1998년 10월 13일자 유럽 의회 및 이사회 지침 98/70/EC, 휘발유, 디젤, 경유의 규격 및 온실가스 배출량 감시 및 저감 메커니즘 도입에 관한 지침 98/70/EC를 개정하고 내륙 수로 선박에서 사용되는 연료의 규격에 관한 이사회 지침 1999/32/EC를 개정하며 지침 93/12/EEC를 폐지하는 2009년 4월 23일자 유럽 의회 및 이사회 지침 2009/30/EC를 고려하였다.

The draft Resolution provides for the approval of:- the Technical Regulation on Requirements for Motor Alternative Fuels;- an Amendment to the List of Types of Products Subject to State Market Surveillance by the State Market Surveillance Authorities, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1069 of 28 December 2016.The Technical Regulation sets out the requirements for motor alternative fuels placed on the market for use in internal combustion engines of vehicles adapted for such fuels. It contains, inter alia, provisions on requirements for the placing motor alternative fuel on the market and conformity assessment, as well as five annexes. Compared to the previous version of the draft Technical Regulation, the revised version contains updated provisions on conformity assessment and excludes the annexes to the Technical Regulation previously related to requirements for Hydrotreated Vegetable Oil (HVO), characteristics of fatty acid methyl esters (FAME) and the quality of B100 biodiesel in accordance with the relevant standard.The placing on the market and supply of motor alternative fuel are permitted if the requirements of this Technical Regulation are complied with.The labeling of motor alternative fuels placed on the market shall comply with Annex 1 to this Technical Regulation.Motor alternative fuels intended for gasoline engines shall meet the technical requirements set out in Annex 2 to the Technical Regulation.Motor alternative fuels intended for diesel engines shall meet the technical requirements set out in Annex 3 to the Technical Regulation.The Technical regulation has been developed on the basis of the Law of Ukraine "On Alternative Fuels", taking into account Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources, Directive 98/70/EC of the European Parliament and of the Council of 13 October 1998 relating to the quality of petrol and diesel fuels and amending Council Directive 93/12/EEC, Directive 2009/30/EC of the European Parliament and of the Council of 23 April 2009 amending Directive 98/70/EC as regards the specification of petrol, diesel and gas-oil and introducing a mechanism to monitor and reduce greenhouse gas emissions and amending Council Directive 1999/32/EC as regards the specification of fuel used by inland waterway vessels and repealing Directive 93/12/EEC.
