The notified measure has been revised and retitled "Draft National Technical Regulation on Electric Vehicle Charging Equipment and Charging Stations" (QCVN XXX:2026/BCT). The revised draft comprises 23 pages in Vietnamese.The existing safety, electromagnetic compatibility, communication, marking and user-information requirements for conductive electric vehicle charging equipment are retained and updated. The voltage limits remain 1,000 V AC or 1,500 V DC for both rated supply and rated output voltage.The scope is expanded to cover charging stations installed in public areas, centralized parking facilities, rest areas and similar locations. The revised draft applies to charging equipment for battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs) and similar electric road vehicles equipped with a rechargeable energy storage system installed on the vehicle (RESS).New technical requirements are introduced for station siting and layout; internal traffic and parking arrangements; equipment foundations and environmental protection; power supply and distribution; grid connection; earthing and lightning protection; emergency disconnection and fire safety; electrical protection; energy metering; load management; and energy efficiency.The revised draft also adds requirements for station monitoring, control and communications; data retention and information security; integration of renewable energy, energy storage systems and smart grids; design, installation, commissioning and as-built documentation; conditions for entry into operation; maintenance, incident response, user information and reporting.The scope of regulated entities is expanded to include station investors and owners, designers, contractors, installers and operators, electricity suppliers and dispatch entities, and conformity assessment, testing and inspection bodies, in addition to manufacturers, assemblers, importers and distributors of charging equipment.The revised draft clarifies exclusions for indoor charging stations governed by construction and fire-safety legislation; wireless charging equipment; Mode 2 in-cable control and protection devices; on-board chargers; equipment dedicated to railway, industrial or off-road vehicles; controlled non-commercial testing, research, display or training facilities; and grid infrastructure upstream of the point of common coupling.Provisions are included on conformity assessment and the recognition and use of foreign conformity assessment results. Transitional arrangements apply to charging equipment already placed on the market, charging stations already in operation or under construction, and existing conformity assessment documentation.The proposed dates stated in G/TBT/N/VNM/340 are no longer applicable. The current proposed date of adoption is 30 September 2026 and the proposed date of entry into force is 1 July 2027.
