베트남은 산업통상부가 전기자동차 충전 장비 및 충전소에 관한 국가기술규정(QCVN 32:2026/BCT)을 공포하는 2026년 9월 29일자 시행규칙 제61/2026/TT-BCT호를 채택하였음을 WTO 회원국에 알린다. 본 시행규칙은 2027년 7월 1일부터 시행된다. 본 조치안은 앞서 G/TBT/N/VNM/340(2025년 3월 11일자) 및 G/TBT/N/VNM/340/Add.1(2026년 8월 13일자)로 통보된 바 있다. 본 부록은 최종 문안의 채택 및 입수 가능성을 통보한다. 위 채택일은 이전 통보문의 채택 예정일을 대체한다. 본 규정은 충전 장비 및 충전소에 대한 기술 및 관리 요건을 규정하며, 여기에는 전기 안전, 전자기 적합성, 통신, 표시 및 사용 설명서; 설치 및 배치; 전원 공급 및 연결; 계량; 모니터링 및 제어; 운영 및 유지보수가 포함된다. 또한 충전 장비에 대한 적합성 인증, 적합성 선언 및 적합성 표시와 베트남 법률에 따른 해외 적합성평가 결과의 인정 및 활용을 규정한다. 아울러 충전소에 대한 문서화, 검사, 시운전 및 운영 요건을 규정한다. 충전소 요건은 제1.1절의 적용 범위 및 적용 제외 사항에 따라 공공장소, 집중식 주차시설, 휴게소 및 이와 유사한 장소의 설비에 적용된다. 적용 대상 차량에는 배터리 전기자동차, 플러그인 하이브리드 전기자동차 및 차량 탑재 충전기(on-board charger)를 갖춘 이와 유사한 전기 도로차량이 포함된다.

Viet Nam informs WTO Members that the Ministry of Industry and Trade adopted Circular No. 61/2026/TT-BCT dated 29 September 2026 promulgating the National technical regulation on electric vehicle charging equipment and charging stations (QCVN 32:2026/BCT). The Circular will enter into force on 1 July 2027.The draft measure was previously notified in G/TBT/N/VNM/340 of 11 March 2025 and G/TBT/N/VNM/340/Add.1 of 13 August 2026. This addendum notifies the adoption and availability of the final text. The adoption date above replaces the proposed adoption dates in the previous notifications.The Regulation establishes technical and management requirements for charging equipment and charging stations, including electrical safety, electromagnetic compatibility, communications, marking and instructions; installation and layout; power supply and connection; metering; monitoring and control; operation and maintenance. It provides for conformity certification, declaration of conformity and conformity marking for charging equipment and for the recognition and use of foreign conformity assessment results in accordance with Vietnamese law. It also sets out documentation, inspection, commissioning and operating requirements for charging stations.The station requirements cover installations in public areas, centralized parking facilities, rest areas and similar locations, subject to the scope and exclusions in Section 1.1.
