This draft Circular promulgates QCVN 03:2026/BCT, establishing technical requirements applicable to equipment, auxiliaries and means used for blending, storing and transportation of ethanol and ethanol blended gasoline gasohol E10 at distribution terminals. The Regulation provides requirements relating to: (i) Materials compatible with fuel ethanol and Gasohol E10; (ii) Storage tanks, seals and breathing valves; (iii) Pipelines, pumps and filtration systems; (iv) Road, rail, waterway and pipeline transportation facilities; (v) Technical documentation and records retained for post-market inspection; (vi) Transitional provisions for existing petroleum terminals and equipment; (vii) Responsibilities of organizations, individuals and competent authorities in implementation of the Regulation.
