The Oregon Department of Environmental Quality (DEQ) is holding the last of three rulemaking advisory committee meetings on the 2025 updates to Oregon's Clean Truck Rules on Monday, 17 March from 9 a.m. to 1 p.m.Pacific Time). The focus of this meeting will be to discuss draft rule language, including potential solutions for the current challenges facing Class 7 and 8 trucks, while maintaining the Advanced Clean Tucks Rule’s integrity. Also during this meeting, the committee will review the draft Fiscal Impact Statement for proposed amendments to both the Advanced Clean Trucks and Heavy-Duty Low NOx Omnibus rules.The proposed updates would make permanent, temporary rules adopted by the Environmental Quality Commission in November 2024. They incorporate recent California amendments to the Advanced Clean Trucks Rule and delay implementation of the Heavy-Duty Low NOx Omnibus Rules by one year.The ACT Rule requires manufacturers to produce and deliver a certain percentage of new zero-emissions medium- and heavy-duty vehicles over the next 10 years. The Low NOx Omnibus Rule requires conventionally fueled heavy-duty engine and vehicle manufacturers meet tougher oxides of nitrogen and particulate matter emissions standards.DEQ has appointed an advisory committee to review issues related to the proposed rules.
