본 국가기술규정안은 새로 조립, 제조 및 수입된 이륜 오토바이 및 모페드의 품질 관리, 기술적 안전성 및 환경 보호 측면에서 배출 제한값, 시험 절차 및 방법뿐만 아니라 4단계 배출 시험의 관리 및 시행을 위한 요구사항을 규정한다. 본 국가기술규정안은 다음 유형의 이륜 오토바이 및 모페드에는 적용하지 않는다. a) 2024년 11월 15일자 총리 결정 제19/2024/QĐ-TTg호의 제3호 제3항에 명시된 배출 기준을 충족하는 이륜 오토바이 및 모페드. b) 수출용으로 제조 또는 조립된 이륜 오토바이 및 모페드.

This draft national technical regulation specifies emission limit values, test procedures and methods, as well as requirements for management and implementation of level-4 emission test in the context of quality control technical safety, and environmental protection for newly manufactured, assembled, and imported two-wheeled motorcycles and mopeds.This draft national technical regulation does not apply to the following types of two-wheeled motorcycles and mopeds:a) Two-wheeled motorcycles and mopeds that meet the emission standards specified in Clause 3, Article 3 of Decision No. 19/2024/QĐ-TTg dated November 15, 2024, of the Prime Minister.b) Two-wheeled motorcycles and mopeds manufactured or assembled for export.
