The California Air Resources Board (CARB or Board) proposes to readopt emergency vehicle emissions regulations (the “Emergency Vehicle Emissions Regulations”) for an additional 90 days under California Government Code, section 11346.1, subdivision (h). CARB adopted the Emergency Vehicle Emissions Regulations on 15 September 2025, amending California Code of Regulations (CCR), titles 13 and 17, and adopting new sections into California Code of Regulations, titles 13 and 17. The Emergency Vehicle Emissions Regulations confirm that, until a court resolves the uncertainty created by the federal government’s actions, certain antecedent regulations (displaced by Advanced Clean Cars (ACC) II and Omnibus) remain operative (as previously adopted) with the caveat that CARB may enforce ACC II and Omnibus, to the extent permitted by law, in the event a court of law holds invalid the resolutions purporting to disapprove those waivers.The Emergency Vehicle Emissions Regulations became effective on 2 October 2025. Unless permanently adopted within a period of 180 days from the effective date or readopted for an additional 90 days, the Emergency Vehicle Emissions Regulations will expire on 1 April 2026.
