이 표준안은 8인승 이하 승용차(운전석 제외)의 연료 소비 제한 및 새로 제조, 조립 및 수입된 차량의 평균 연료 소비를 평가하는 방법에 대한 요구사항을 규정한다. 이 표준안은 교통부 장관의 도로 차량 분류 규정에 따라 분류된 8인승 이하 승용차(운전석 제외)에 적용한다. 여기에는 TCVN 6785에 따라 기호 M1으로 분류되는 하이브리드 전기자동차, 배터리 전기자동차, 연료전지 전기자동차, 무연 휘발유, E5 휘발유 또는 디젤 연료를 사용하는 내연기관이 장착된 차량이 포함된다. 이 표준안은 다음에는 적용하지 않는다. a) 국방부 및 공안부의 관리 하에 제조, 조립 및 수입된 차량 b) 기술 안전 품질 및 환경 보호 인증을 받은 완성차에서 생산 및 조립된 차량 c) 베트남 사회주의 공화국이 가입한 국제조약에 따라 수입된 차량 d) 과학 연구, 생산 지원, 전시 또는 무역 박람회 및 전시회를 위해 수입된 차량 dd) 전문 경주장의 경주용 자동차, 놀이공원에서 레크레이션 목적으로 사용되는 차량을 위해 독점적으로 설계 및 제조된 차량 e) 정부 또는 총리의 별도 규정에 따라 특권 및 면제를 받을 자격이 있는 법인을 위한 임시 수입 제도가 적용되는 차량 f) 선물, 증여, 동산으로 간주되는 차량, 해외 원조 차량 g) 재수출을 위한 임시 수입 차량, 재수입을 위한 임시 수출 차량, 환적 차량, 보세창고에 보관된 차량, 운송 중인 차량 h) 대중교통에 참여하지 않고 제한된 범위 내에서만 운행되는 차량

This draft Standard specifies the requirements for fuel consumption limits for passenger cars up to 8 seats (excluding the driver's) and the method for assessing the average fuel consumption of newly manufactured, assembled and imported fleets. This draft Standard applies to passenger cars up to 8 seats (excluding the driver's) classified according to the regulations on road vehicle classification of the Minister of Transport, with the symbol M1 according to TCVN 6785, including: hybrid electric cars, battery electric cars, fuel cell electric cars, vehicles equipped with internal combustion engines using unleaded gasoline, E5 gasoline or diesel fuel.The draft Standard does not apply to:a) Vehicles manufactured, assembled, and imported under the management of the Ministry of Defense and the Ministry of Public Security;b) Vehicles produced and assembled from complete automobiles that have been certified for technical safety quality and environmental protection;c) Vehicles imported in accordance with international treaties to which the Socialist Republic of Vietnam is a member;d) Vehicles imported for scientific research, production support, display, or introduction at trade fairs and exhibitions;dd) Vehicles designed and manufactured exclusively for the following purposes: racing cars in professional racetracks; vehicles used for recreational purposes in amusement parks;e) Vehicles under the temporary import regime for entities entitled to privileges and exemptions, in accordance with the separate regulations of the Government or the Prime Minister;f) Vehicles considered as gifts, presents, movable property; foreign aid vehicles;g) Vehicles under the temporary import for re-export, temporary export for re-import; transshipment; placed in bonded warehouses; in transit;h) Vehicles not participating in public transportation and operating only within a limited scope.
